• Acquisition and installation of hardware and the technical environment.
  
  
• Creation of the national information backbone supporting network and infrastructure.
  
  
• Creation of the physical working environment and office lay out consistent with the technical system and business flow.
  
  
• Creation of facilities for maintenance, archiving and storage of records.
