The EPF recognizes that the key to success of an organisation-wide IT Reform are the following:

• Having in place a technical system i.e. able to solve organisational problems and meet organisational needs.
  
  
• Having in place an organisational system that has been restructured and re-engineered in order to enable optimum utilisation of the new technical system.
  
  
• Having in place men and women who are willing (motivated) and able (trained) to utilise the technical system.
